Professional Experience

1967 – 1970 Trial Attorney, United States Department of Justice, Antitrust Division. Responsibilities included investigation and prosecution of violations of Sherman and Clayton Antitrust Acts relating to the following industries, among others:  oil, automobiles and molybdenum.
1970 – 1971 Project Director, Ralph Nader’s Center for Study of Responsive Law. Co-author of Citibank, Grossman (1972).  Responsibilities included supervision of a study team and the preparation of a book describing and comparing Citibank’s relationships with its corporate, individual and government customers.
1972 – present General law practice, Crested Butte, Colorado.  Areas of specialization include contracts, real estate, zoning, land use, business and county and municipal law, including property tax protests.
1975 – 1991 Third District County Commissioner, Gunnison County, Colorado.  Chairman, 1981 – 1991.  Responsibilities included policy formation, budgeting and/or supervision relating to the following county programs and offices:  assessor, treasurer, clerk & recorder, land use planning and subdivisions, airport, sheriff, jail, social services, road and bridge, senior citizens, hospital, ambulance, library, coroner, health and sanitation, sewer district, housing authority, mental health, extension agent, public health nurse, veterans’ office, county fair, economic development and substance abuse counteraction.
1975 – 1977 Member, Colorado Council on Criminal Justice.  Responsibilities included setting statewide priorities for allocation of Law Enforcement Assistance Administration funds.
1976 – 1980 Member, Colorado Water Conservation Board.  Responsibilities included setting statewide priorities for water resource development projects.
1989  - 1991 Member, Colorado Aeronautical Board.  Responsibilities included policy development and implementation for Colorado Division of Aviation.
